Contract Tentative Agreement and Last Best Offer
Judicial Branch and Public Defender Service
Year 1: 2.5% GWI + Step Retroactive to include July 1, 2025
- Section 2. Longevity. Employees shall continue to be eligible for longevity payments through June 30, 2029, in accordance with the existing practice.
Year 2: 2.5% GWI + Step
- Night Shift Differential increased by GWI going forward
- Weekend Differential increased by GWI going forward AND hours changed from 12:00am Saturday through 12:00am Monday
Year 3: 2.5% GWI + Step for all bargaining unit classifications.
- Top Step Lump Sum: increase by two hundred fifty dollars ($250)
- Haz Duty Working Conditions Stipend: increase by seventy-five ($75)
- Upgrades:
- Maintenance Service Worker 1 will be upgraded to Grade 10
- Maintenance Service Worker 2 will be upgraded to Grade 12
- Mail Handlers will be upgraded to Grade 10
Year 4: Reopener (GWI + Step and Top Step Lump Sum only)
- Haz Duty Working Conditions Stipend: increase by seventy-five ($75)
*Language for Both Contract includes retroactive payments for members who leave the employer in good standing.
Judicial Branch and Public Defender Services Signed tentative agreements
- Article 8 The Union shall supply a steward list after semi-Annual training
- Article 9 Labor management meetings sites shall alternate between the Union and the Judicial Branch/Public Defender
- Article 10 Clarify timeframe for challenging arbitrability to 2 weeks prior to the Arbitration.
- Article 11 promotional probationary period move to 6-month, Temporary service in higher class will be included and count towards the probationary period timeframe.
- Article 14 Discipline Letters of Reprimand will come out of your file in 12 months and not be grievable.
- If a steward is not available in 24 hours The Union will provide a steward in a reasonable timeframe.
- Article 21 (juvenile detention) The Branch shall Use per-dem staff to allow time off.
- Article 26 Add Juneteenth as a Holiday
- Additional:
- Travel Reimbursements: equal to HTFD County GSA
- Update Appendix E to reflect current agreements

Signed Tentative agreements
- Article 8 Increase Delegates from 2-3 for AFSCME and AFL-CIO convention
- Article 9 increase DCJ representatives from 3 to 5 for Labor Management meetings
- Article 10 The parties must agree to waive timelines for grievances
- Article 11 Probationary period may be extended due to absences of 10 days or more
- Article 19 updated hours and schedule of work for paralegals
- Article 22 update vacation and sick accruals for paralegals
- Article 22 Sick leave usage increased from 5 days to 10 days for self or caregiver per year
- Article 22 Sick bank initial donation and replenishment equal to 2 days of work for each employee.
- Article 24 add Juneteenth Holiday

Both Contract committees have work very hard on your behalf. We have decided to bring the last best offer from the employer to the members for a vote for ratification. Below is the Information for Both Contracts. Local 749 will hold an informational zoom meeting on March 31, 2026, and voting will take place online on April 1, 2026, from 9a.m.-3p.m.
